Short answer — Jawaabta gaaban

Online betting in Somalia is formally illegal under federal law (sharci darro) and prohibited under Sharia (shareecada). There is no legal gambling licence issued inside Somalia, and no licensed operator inside the country.

Despite this, enforcement against individual users is functionally absent as of 2026. International bookmakers (Betwinner, 1xBet, Melbet, Linebet) operate under offshore Curacao licences and accept Somali registrations from outside.


Somalia’s penal code, inherited from the pre-1991 era and reaffirmed under the Provisional Constitution (2012, with amendments), prohibits gambling activities. The relevant provisions:

  • All gambling, lottery, and games of chance for money are illegal
  • Operating a gambling establishment is a criminal offense
  • Participating in gambling is also formally an offense, with lesser penalties

This sits alongside Article 3 of the Provisional Constitution, which establishes Islamic Sharia as the foundation of all law and explicitly prohibits anything contradicting Sharia. Since gambling is haram under mainstream Sharia interpretation, the prohibition has dual reinforcement.

There is no licensing framework — no path for any operator, foreign or domestic, to be licensed inside Somalia.


Somaliland and Puntland

Somaliland (independent claim, internationally not recognized as separate) maintains a similar legal stance — gambling is illegal, no licensing.

Puntland (semi-autonomous federal member state) follows the federal framework and Sharia.

Practically, neither region has independent licensing, and the legal status is the same for users.


Enforcement reality

While the law is clear on paper, practical enforcement against individual online bettors is functionally absent in 2026. Reasons:

  1. Government priorities. Federal and regional security forces focus on counter-terrorism, piracy enforcement, and political stability — not online betting prosecution.
  2. Technical capacity. Internet enforcement requires monitoring infrastructure, ISP cooperation, and digital forensics that are not currently deployed for individual gambling cases.
  3. Offshore operators. International bookmakers operate outside Somali jurisdiction; the government has no enforcement mechanism against operators in Curacao.
  4. Social norms. Gambling is socially discouraged through religious channels (imams, family, community pressure) more than legal ones.

We are not aware of any prosecuted case of an individual Somali bettor in recent years.

This is not a green light. Laws change. Political priorities shift. Anyone betting online does so at their own risk, even if that risk is currently low in practice.


What “Curacao licence” means

All bookmakers we review (Betwinner, 1xBet, Melbet, Linebet) hold sub-licences under the Curacao Gaming Control Board (GCB). This:

  • ✅ Means they’re regulated somewhere — minimum standards on RNG fairness, fund segregation, anti-money-laundering
  • ✅ Means there’s a formal complaint process if disputes arise
  • ❌ Does not mean they’re legal in Somalia
  • ❌ Does not make Somali user activity legal
  • ❌ Does not provide consumer protections under Somali law

Curacao licensing is the most common framework for international online gambling but it’s a permissive jurisdiction with limited enforcement against bad actors. It’s better than no licence, but not as protective as European tier-1 (UKGC, MGA) licences that don’t accept Somali users.


The Sharia layer

Beyond federal law, Sharia prohibits gambling for Muslims regardless of jurisdiction — and Somalia is approximately 99% Sunni Muslim. For most Somalis, the religious dimension is more practically relevant than the legal one.
